Provides the ability to manage user avatar configuration. An avatar is an image that represents a user in the application
UI. Settings made through this service correspond to the admin console page at People > Settings > Avatar Settings.
createAvatar
Creates a new avatar for a user using the specified byte array as the contents of the avatar image.
